In 1925, Osaka City commenced the second suburban expansion project, combining the surrounding towns to create Dai-Osaka, a wide area administrative sphere.
Towns newly incorporated into the city were called the Osaka new towns.

The urban planning act of 1919 was implemented in the form of a land readjustment project in the Osaka new towns where modern row houses were constructed and rented out to business men.

Of particular note is the southern region of Osaka where row houses featuring a diverse range of Western and Japanese influenced exteriors and interiors created a new and unique urban landscape.
