Located on a bullet-shaped patch of land flanked by the Kizugawa and Ajigawa rivers on the outskirts of Osaka, Kawaguchi Foreign Settlement was opened to foreign residents on the remains of an Edo period shogunate guard house in 1868, the same year Osaka became an open port. The settlement existed until 1899.

Buildings in the settlement combined traditional Japanese white plaster walls with elements of Western-style architecture such as verandas, and glass windows with shutters.
The tree-lined streets had footpaths and street lights.

Everything down to the way of life here was Western in nature, with tennis courts and a billiard parlor for entertainment, a nearby laundry and tailor, a bread and milk store, and other stores selling goods such as soda pop. Kawaguchi Foreign Settlement was in essence civilization and a window to Western culture in Osaka.
